Commissioning Proceedure

In most cases the purchase price of equipment includes initial commissioning of the equipment on site. Commissioning should not be confused with installation which must be arranged separately. The following notes explain what the commissioning comprises and what the commissioning engineer will expect to find when attending site.

If the equipment purchased is approved for the re-sale of fuel then a Weights & Measures appointment will be booked on your behalf timed to tie in with the visit of the commissioning engineer. If a Weights & Measures stamp is not required, then you should inform us immediately as a charge is made for a cancelled booking. Local authority fees are not payable by Commercial Fuel Solutions Ltd.

Commissioning of the equipment will be undertaken on behalf of Commercial Fuel Solutions Ltd by a trained third-party company operating locally to the site. The commissioning company will contact you prior to delivery to organise a suitable commissioning date and time with you.

The following works must be undertaken prior to commissioning:

  • The pump should be securely bolted down to an island of minimum 150mm height as per the relevant installation drawing.
  • The pipe work should be connected into the pump as per the installation drawing.
  • The mains cable with a minimum of 1.5m of free cable should be available at the pump, together with the same length of data cable if the unit is to be connected to third party equipment.
  • The commissioning engineer will make the connections within the pump. Under no circumstances should these connections be made by unauthorised personnel as this will invalidate the guarantee on the equipment
  • Fuel and mains power must be available prior to commissioning.

The complete installation should be in accordance with national and local regulations eg:

  • European Standard EN13617:2004
  • Health & Safety Guidelines
  • IEE Regulations

Prior to commissioning the equipment, the commissioning engineer will check that:

  • The pump is level and bolted securely to an island of minimum height 150mm with the securing bolts not obscured.
  • The pump is situated such that the switches and key positions can be accessed and the panels removed for future maintenance.
  • The pipe work connections are to the correct height and location and positioned to avoid all moving parts (belts/pulleys).
  • The base sealing cap is fitted and sealed (where applicable) and that all electrical wires and connections pass through the sealing cap and are positioned to avoid moving parts (belts/pulleys).
  • The earth connections are properly made, both to the cable casing/armour and an independent earth conductor, and that all equipment is effectively bonded with no earth loops via communications cables.
  • Any peripheral equipment to which the pump is to be connected is earthed/bonded down properly.

If the commissioning engineer is not satisfied with any of these points then you will be advised. If the deficiency is minor, the engineer will normally continue with the commissioning and will ask that the deficiency be rectified, ideally prior to completion of his visit. Any deficiencies still present on completion of the commissioning will be noted on the customer satisfaction form which you will be asked to sign.

If the deficiency is more major then engineer will explain what is required and discuss with you whether it is more appropriate for the engineer to remain on site whilst the problem is rectified or to make a return visit. In either case we regret that the additional time incurred or the re-visit will be chargeable.

It is expected that the equipment is available and ready for commissioning at the time agreed. If an engineer is unacceptably delayed waiting to start commissioning then we reserve the right to charge for the additional engineers time.
